Online Payments

City of Elkins customers can now pay almost all city bills and invoices online using the InvoiceCloud electronic payment and billing platform. The city’s previous online payments processor, PSN, has merged with InvoiceCloud, and the new platform provides even greater flexibility and a wider range of services for customers.

Court Payments

InvoiceCloud Account Setup

Once you are on the InvoiceCloud platform, you will be able to choose between “Utility & Fire Fees” or “Non-Utility Payments.”

After selecting “Utility & Fire Fees,” you will be prompted to enter your account number and at least the last name of the person on your account. You must enter your account number in the following format (including dashes): ###-######-##. On the next screen, check the box next to your account information, click “Create Online Account,” and follow the instructions to proceed.

Other Payments

In addition to utility and fire-fee payments, the new InvoiceCloud platform also enables customers to make online payments for building permits, business license renewals, special trash pickups, B&O taxes, and other city bills. Once you receive a bill, whether via mail or email, you will be able to pay it online by clicking “Non-Utility Payments” on the landing page and providing the requested information.

Bank Bill Payment Services

Some banks offer bill-payment services in which the bank creates a paper check and mails it to the recipient. If you use this kind of service, please keep in mind that your payment cannot be credited to your City of Elkins utility account until it physically arrives in our office—regardless of the date you initiate this transaction, regardless of the date the bank prints on the check, and regardless of the date the bank says the check has been delivered. (These checks are not usually sent in a manner that would provide banks with a tracking number, so it is impossible for them to know when it has been delivered.)

To avoid potential delays and late fees, we strongly recommend customers transition to our online bill-payment service. This allows for quicker and more reliable payment deliveries via InvoiceCloud, supporting ACH, debit, and credit transfers. We value your patronage and aim to make the payment process as seamless as possible.

Phone Payments

To further strengthen security around customer financial information, city staff stopped accepting payments by phone in January. Customers wishing to pay or check balances by phone can do so at (866) 370-0178.
