DOG OWNERS
Dog owners are reminded that it is illegal to allow their dog to defecate on private property without the consent of the property owner. It is illegal to allow dogs to defecate on public property. Defecation by a dog on public property shall not constitute a violation of the law if the owner of the dog immediately removes the material defecated and disposes of it in a safe and sanitary manner. Be a good neighbor; be responsible for your dog.
CITY OF ELKINS 2008 SPRING CLEANUP
Spring Cleanup for Elkins residents will begin Monday, April 14 and continue until Friday, April 25. THIS SERVICE IS PERFORMED FOR RESIDENTIAL LOCATIONS ONLY; NO COMMERCIAL BUSINESS WILL BE SERVICED. The schedule is as follows:
First Ward Monday and Tuesday, April 14 and 15
Second Ward Wednesday and Thursday, April 16 and 17
Third Ward Friday and Monday, April 18 and 21
Fourth Ward Tuesday and Wednesday, April 22 and 23
Fifth Ward Thursday and Friday, April 24 and 25
Spring Cleanup is again provided free of charge this year; however, there is a limit to the amount of waste that can be disposed of for free. Because of increasing costs, each resident will be limited to disposal of a level, one-half ton pickup truck bed of trash, or its equivalent. Any amount of trash in excess of the capacity of a level, one-half ton pickup truck bed will be charged for accordingly, and payment will be due prior to pickup. The judgment of the city workers making the pickup as to the size of the load will be final. These additional guidelines will be observed:
1. All material must be placed at the curb or alley by 7 a.m. on the FIRST scheduled day of the pickup for the particular ward. No return trips will be made.
2. The following items will NOT be collected: free flowing liquids (i.e., oil, paint, thinner, etc.); batteries; leaves, grass, lawn clippings, tree limbs or brush; tires or appliances (refrigerators, freezers, or air conditioners). The salvage yard will no longer accept appliances because of Freon content.
3. All cardboard, books, and newspapers must be tied in bundles for ease of handling.
4. Normal household garbage must be separated from other material.
5. No boxes more than 40 pounds.
6. No article too heavy for two men to easily handle will be taken.

Summary of the Reservoir Hill Plant Site Selection Rationale
Site 5 Reservoir Hill (also known as High Street Water Storage Tank) Property.
The City owns the property at this site. No demolition or land acquisition costs are required. The site is outside the 500-year flood plain and is very secure. According to the WV State Historic Preservation Office there are no archeological sites located within the proposed project area that are eligible for or listed in the National Register of Historic Places. No high service pumps or clearwell are required. The existing 1.5 million gallon water storage tank and a new 3.0 million gallon water storage tank to be located at this site will provide the requisite storage.
In addition to the lower capital costs, this site was selected due to its location at the highest point in the water distribution system. Raw water will be pumped from the existing raw water intake structure at the present plant location on Barron Avenue to this site via a 24ductile iron pipeline. The raw water will undergo treatment in the new membrane treatment system and finished water will be disinfected and stored in the two water storage tanks.
Pumping raw water to this site will eliminate surges in the current water distribution system. These surges are created by higher pressure in the distribution system while the high service (finished water) pumps are operating to fill the water storage tanks. These surges can cause premature failure of pipes resulting in water leaks and additional repairs. The City currently has an unaccounted for water loss of 36% while the WV Public Service Commission considers 15% an acceptable level. The water losses are associated with the old pipelines, which have been further damaged by surges in the present water distribution system.
