Commissions

Elkins, West Virginia Planning Commission
Authority: WV Code Chapter 8, Article 24 and Elkins City Code
Membership: 9-One council member, the Mayor, or another administrative officer of the city, and 7 resident freeholders (citizen members). The City Clerk shall act as clerk of the commission.
Term: Council member and mayor, or other administrative officer of the city, serve a term coextensive with their term of office, and the resident freeholders serve terms of 3 years.
Members nominated by the Mayor and appointed by Governing body.
Basic qualifications and requirements:
• Freeholder and resident of the city.
• Five-sevenths of the freeholder (citizen) members must have been residents of the municipality for at least 10 years preceding the time of their nomination and appointment.

Term: 4 Years
One member each appointed by: Mayor, Fraternal Order of Police, and Chamber of Commerce
Basic Qualifications and requirements:
• Resident and voter of the city.
• Two of the members must be in “full sympathy” with the purpose of the civil service commission.
• Not more that two members may be adherents of the same political party.
• Members shall not:
• Hold any other office at any other level of government (national, state or local).
• Be a member of any political committee
• Take part in the management of any political organization.

Authority: WV Code Chapter 16, Article 13
Membership: 3; Mayor and two other members

Basic Qualifications and Requirements:
• The Mayor and one other member must be residents of the city. During any construction period, the third members must be a registered professional engineer. The engineer does not have to be a resident of the city.
• The City Clerk shall act as recording secretary.

• Resident and voter of the city.
• Two of the members must be in “full sympathy” with the purpose of the civil service commission.

Basic Qualifications and requirements:
• Freeholder and resident of the city.
• A minimum of 3 members must have been residents of the municipality for at least 10 years preceding the time of their appointment.
• No member may also be a member of the planning commission nor hold other elective or appointive office in the municipal government.
