PROPOSED MINUTES
SPECIAL COUNCIL MEETING OF MARCH 9, 2006
Elkins City Council met in special call session in the council chamber of city hall at 6:05 p.m. Thursday, March 9, 2006. Present were: Mayor Judith A. Guye; Councilpersons: R. N. Beckwith, J. S. Bibey, V. T. Broughton, T. P. Ditty, H. R. Elbon, T. Z. Hensil, R. J. Malcolm, C. L. Metheny, K. L. Wilmoth and R. A. Woolwine; City Clerk P. J. Graziani, Jr., City Treasurer L. L. Crosston, Police Captain J. E. Batdorf and Fire Chief T. Meader.
After a detailed review of the compensation package proposal, the membership discussed estimated general fund revenues and expenditures for FY 2006/2007. Given current assumptions, expenditure estimates exceeded revenue projections by an amount in excess of $248,000. It was determined that some combination of revenue enhancement and expenditure reduction would have to be undertaken to bring the budget into balance.
On the subject of levy rates, the membership was divided. While the members realized that additional revenue could be generated by increasing the levy rate, a consensus could not be reached. It was finally decided to schedule a public hearing to allow interested residents and taxpayers an opportunity to express their opinions.
Cm Elbon, seconded by Cm Metheny, MOVED COUNCIL SCHEDULE A PUBLIC HEARING FOR 7 P.M. TUESDAY, MARCH 21 TO HEAR PUBLIC COMMENT ON AN INCREASE IN THE LEVY RATE BY AS MUCH AS 10%. The motion carried.
