| Elkins Park & Recreation Commission The Elkins Park & Recreation Commission provides year round opportunities with their recreation programs and facilities. The nine acre City Park was deeded to the City in 1893 by Henry Gassaway Davis and his wife Kate. Located near downtown Elkins, this park has become the hub of all summer activities. There are picnic sites, pavilions, horseshoe pits, and a basketball and volleyball court, along with playground equipment and many other park amenities.
